F~14/GN GODDARD *,CLAUS$EN <br />NETWORK <br />We believe it will be particularly important to form a citizens Advisory Board early- it will <br />also give us the opportunity to have third parties deliver messages-messages that will be <br />more credible when not perceived as stemming directly from the Orange County <br />Commissioners. <br />Over the years we have formed numerous citizens committees and we know how to manage <br />them, how to identify principal spokespersons from among their membership, and how to use <br />their sponsorship to the best possible effect education campaigns. <br />How We Would Use the Committee? <br />Some of the activities we will ask the citizen Advisory Board to undertake include: <br />• Serving as Press Spokespeople (Our team's job is to train ... not serve as spokespeople) <br />• Disseminating information to voters <br />• Get out the vote (GOTV) efforts, including informing citizens when/where to vote <br />• Authoring letters-to-the-editor and guest columns <br />• Participating in the speakers' bureau <br />• Educating elected officials and citizen groups <br />• Serve as Steering Committee members <br />• Help with viral education on line and in their communities <br />Conclusion <br />The activities outlined here will allow you to make an informed decision on how to proceed in <br />educating the citizens of Orange County about the land transfer tax on the May 6, 2008 ballot. <br />We are prepared to move rapidly to implement these activities.
