PA/GN GODDARD*N ~~
IVEFWORK
Introduction
Thank you for the opportunity to respond to your Request for Proposal to educate the voters of
Orange County about the May 6, 2008 "advisory referendum" which, if passed, imposes a land
transfer tax. The Campaign Network- based in Carrboro, NC- and Goddard Clausen from
Washington are jointly submitting this document; our suggested recommendations and budget
options are described on the following pages. Given the short time frame and the sensitive nature
of taking a neutral position, this effort requires a team with experience running similar efforts in
North Carolina and a national firm with the resources to commit staff and meet the tight deadline
you've outlined in the RFI'.
Section 1• Who We Are
The Campaign Network and Goddard Clausen '
The Campaign Network is a strategic communications company specializing in direct mail, print
materials and new media. The Campaign Network's communication and campaign specialists
work with Democratic candidates, labor unions, and progressive political organizations
throughout the United States. We know how to develop a plan, craft a message, move key
constituencies, organize supporters, and execute a winning strategy.
We pride ourselves on producing cutting-edge mail that is graphically compelling and, when
appropriate, uses humor to grab the attention of our target audience. Over the years, our mail has
won numerous awards including "Best Presidential Mail" in 2004. We know that mail must be
seen to be effective-and our mail is always seen.
Goddard Clausen is considered one of the top public affairs and ballot measure firms in the
country. With a success record of over 90%, Goddard Clausen is known for running hundreds of
disciplined and research-driven initiative and referendum campaigns. The staff of over forty
professionals in Sacramento and Washington are former White House policy directors,
Congressional staffers, trade association leaders and election campaign experts. We are a nimble,
strategic and highly effective firm with a roster of clients that have been with us for years, and in
some cases decades, because we know how to win.
Page -2-
3/16/2008
TCN/GC Joint Proposal
