0~ <br />Section Three <br />Measures that can be taken to make sure the voter education is informative and <br />not either avocation or perceived as such include: <br />1) Key Messaging Statements are created in collaboration of existing county <br />agencies, the Citizen Advisory Committee and the Board of Commissioners. <br />These key messages must include phrases and slogans that are either <br />benign or remindful of the fact the voter has a choice and we are simply <br />encouraging them to garner as much relevant information as possible <br />before choosing a path of action. <br />Gallen Media would highly suggest the "call to action" on the advertising and <br />public relations campaign is to encourage Orange County citizens to spend <br />time with a content rich website that will illuminate the issue and answer <br />questions on the following: <br />Reasons and Rationales at Website <br />1) The designated use of the funds <br />2) What alternatives were considered and why the land transfer tax was <br />chosen <br />3) What would be viable options if the land transfer tax is not approved for <br />addressing the same need? <br />4) What has been the impact and or results in counties where a land transfer <br />tax has already been implemented? <br />5) Are the opponents of the land transfer tax working for the best interests of <br />the community? <br />6) Quantitative Data regarding the impact of the land transfer tax, who it <br />would. impact most directly and who would it benefit. <br />Ballen Media has already researched and found the following URL <br />addresses for this campaign <br />a) Taxlnfonc.com <br />b) YourChoicenc.com <br />c) YesorNonc.com <br />In addition each of the preceding are available too if OC for Orange County is <br />substituted for NC, providing long term choices for voter information beyond <br />this specific issue. <br />
