It gives people notice <br /> that they will have to deal with the farm impacts if they move t <br /> into that area. <br /> Diane Lea asked if there was some kind of tax abatement <br /> associated with the voluntary agricultural district designation. <br /> Cameron responded that there is no additional abatement other <br /> than if the farm qualifies for the farm use taxation. <br /> Lea pointed out that there are two very important historic sites <br /> in the County that have special circumstances. She stated that <br /> as the progress of the landfill discussion proceeds, she would <br /> like to see the Commission formulate some statement of support <br /> for not placing Site 11 in a high priority area. <br /> White asked about a For Sale sign that was previously posted on <br /> the property. Lea responded that the property is still on the <br /> market but the sign was taken down to prevent trespassing on the <br /> property. She stated that the present owners are very much <br /> involved with the process of seeking National Register status. <br /> She also noted that the house is currently occupied by a very <br /> caring tenant. <br /> Vic Knight stated that he has a personal interest in historic <br /> properties. He stated that he has done quite a bit of work <br /> around the Hillsborough area from a preservation standpoint. He <br /> encouraged the Commission to support the Staff recommendation <br /> because there aren't many more historic sites such as this left <br /> in the County. <br /> Todd Dickinson asked if the cash value of a property would go up <br /> because of it being listed on the National Register. Knight <br /> responded that he does not have an data but <br /> y people who are <br /> interested in <br /> purchasing historic properties are going to look at <br /> the property as being more valuable. He noted that people who <br /> like older houses have a tendency to pay more and it is very <br /> important to them to maintain the property because of the <br /> historic nature. <br /> Allison asked if a property is on the National Register and also <br /> on the market, will the fact that a landfill located nearby take <br /> away from the National Register status in terms of value. Knight <br /> responded that he does not know of a case that he could compare <br /> this to. He stated that his reaction is that the landfill would <br /> harm the site instead of help but this would take some study to <br /> determine exactly what effect it will have. <br /> Allison stated that the Blackwell Farm is located near a current <br /> landfill and that is why that landfill site will not be expanded. <br /> He asked if the Maple Hill site will be the same situation. Todd <br /> Dickinson stated that the job of the Commission is to moderate as <br /> much as possible the adverse impacts to the historic structures <br /> in the County. . He stated that the Blackwell Farm site will have <br /> to be considered as much as the Maple Hill site. He noted that <br /> there is a difference because the Blackwell site is already near <br />
