Landfill Owners Group, Orange County Public Works, and the Towns 51 <br /> of Chapel Hill and Carrboro were notified of the public hearing. <br /> According to the Chapel Hill Solid Waste Administrator, potential <br /> landfill sites are currently undergoing geologic testing. The <br /> test results should be reported by the consulting engineers in <br /> February or March. The Planning Staff was also advised that a <br /> 300-foot minimum buffer would be provided between the landfill <br /> and adjacent properties. <br /> The Town of Hillsborough also responded with a comment about its <br /> Thoroughfare Plan for the area around Maple Hill. A realignment <br /> of Baldwin Road (SR 1554) west of the site is proposed, but is <br /> not considered a priority transportation improvement. <br /> If a property is listed on the National Register, it is not <br /> completely protected from a construction project where state or <br /> federal funds are used. For example, if state or federal funds <br /> are used to establish a landfill on the property adjacent to <br /> Maple Hill, the project would be reviewed by the State Historic <br /> Preservation Office in accordance with Section 106 of the <br /> National Historic Preservation Act or the North Carolina General <br /> Statutes 121-12a. <br /> Following the close of the public hearing, the Historic <br /> Preservation Commission will vote on a recommendation to be <br /> forwarded to the Board of County Commissioners and the State <br /> Historic Preservation Office. The nomination will be placed on <br /> the Commissioners agenda for January 4, 1994. <br /> The Board of Commissioners and the Historic Preservation <br /> Commission must separately notify the State and the property <br /> owners of their recommendations by January 12, 1994. The <br /> nomination will be presented to the North Carolina National <br /> Register Advisory Committee on January 13, 1994. The Committee's <br /> recommendation will then be forwarded to the National Register <br /> office. <br /> The Planning Staff recommended approval of the nomination of <br /> Maple Hill to the National Register of Historic Places, and that <br /> the Chair be authorized to sign the CLG Commission comment form <br /> to be forwarded to the State Historic Preservation Office. <br /> I <br /> Todd Dickinson asked about the property across the street from <br /> the Maple Hill property where he recently noticed a sign that <br /> i <br /> says the property is a designated farmland. <br /> Cameron responded that the owner of that property is Stuart <br /> Barbour. She explained that the designated farmland is a <br /> voluntary program that the County has under the Farmland <br /> Preservation Ordinance. She stated that the Agricultural <br /> Districts Advisory Board is a group of citizens that evaluate <br /> applications for the voluntary agricultural districts. That <br /> Board has a set of criteria that they use to evaluate the farms <br /> that request the designation. The criteria may include <br /> development pressures, and the quality of the farmland itself, <br /> based on the soil characteristics and activities that are taking <br /> place there.
