Commissioner porosin said $10 million was taken out, and this shows an increase of <br /> $5 million. He asked if this means the County is really only $5 million down. <br /> Clarence Grier said this is correct. <br /> Commissioner Jacobs asked how long the County has been under contract with Martin <br /> Starnes to do the audit. He asked if there is a policy for when other bids are solicited. <br /> Clarence Grier said there are two more years on this contract, and the next time this <br /> goes out for bid will be the end of fiscal year 2016. <br /> Commissioner Jacobs said this information needs to be appended to this audit report <br /> each year, along with the policy on rotating auditors. <br /> Commissioner Burroughs asked if a management letter is sent out as part of the audit. <br /> Crystal Roberts said a management letter is a possibility, but Orange County has not <br /> received a letter in the past four three years, as these are only sent out when there are issues. <br /> Clarence Grier recognized his staff inembers, and Chair McKee presented a plaque to <br /> the department. <br /> b. Resolutions Recoqnizinq North Carolina Literary Hall of Fame Inductees from <br /> Oranqe County <br /> The Board considered five resolutions recognizing Jaki Shelton Green, Allan Gurganus, <br /> Louis D. Rubin, Jr., Lee Smith, and Elizabeth Spencer for their induction into the North <br /> Carolina Literary Hall of Fame and authorizing the Chair to sign. <br /> Jaki Shelton Green was the only member in attendance. <br /> Commissioner Rich read the following resolution: <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> RESOLUTION RECOGNIZING JAKI SHELTON GREEN, <br /> A NORTH CAROLINA LITERARY HALL OF FAME <br /> INDUCTEE FROM ORANGE COUNTY <br /> WHEREAS, the North Carolina Literary Hall of Fame celebrates and promotes the rich literary <br /> heritage of North Carolina by commemorating its leading authors and <br /> encouraging the continued flourishing of great literature; and <br /> WHEREAS, the North Carolina Literary Hall of Fame was established under the leadership of <br /> Sam Ragan, Poet Laureate and Southern Pines newspaper editor; and <br /> WHEREAS, the North Carolina Literary Hall of Fame was authorized by a Joint Resolution of <br /> the North Carolina General Assembly in July 1993, and formally established in <br /> May 1996 by a grant from the North Carolina Department of Cultural <br /> Resources to the North Carolina Writers' Network; and <br /> WHEREAS, the North Carolina Literary Hall of Fame has recognized Jaki Shelton Green, who <br /> has significant ties to Orange County; and <br /> WHEREAS, Orange County takes pride in its historic role as a center of art and learning, and <br /> is proud to celebrate County residents as exemplars of the literary community <br /> whose words enrich our lives; <br />
