Goal Setting Framework Example <br />BOARD OF ORANGE COUNTY COMMISSIOINERS (BOCC) <br />2015 BOCC RETREAT <br />SUGGESTED GOAL - SETTING PROCESS <br />For Discussion Purposes Only <br />Objective: Establish framework for setting, implementing and evaluating multi -year <br />goals and annual objectives as part of the annual budgeting process. <br />Participants: <br />A. BOCC -in conjunction with Manager and department directors set goals and <br />objectives and formally approve them as part of the budget process. <br />B. Department directors -identify possible goals and objectives; develop strategies <br />for implementation once goals and objectives are adopted. <br />C. Staff -assist with developing goals, objectives and strategies and take lead with <br />department directors in implementation and evaluate progress and report on <br />results periodically. <br />Definitions: <br />A. Goals - outcomes or results that organization hopes to achieve over several <br />years. <br />Example: To maintain the County's Aaa bond rating. <br />B. Strategies - approach or methods that the organization will adopt to implement <br />goals. Strategies will help with the development of specific objectives. <br />Example: To manage fund balance to ensure levels adequate to meet rating <br />agency expectations. <br />C. Objectives - Intermittent achievements that need to be attained in one or more <br />budget years to meet specific goals. <br />Example: To review the current financial policies for reserves to determine <br />whether it is consistent with credit rating expectations by September 2015. <br />D. Performance Measures - outcome, output, efficiency or effectiveness indicators <br />that the organization uses to determine if it is meeting its goals and objectives. <br />74 <br />
