BOARD OF ORANGE COUNTY COMMISSIONERS (BOCC) <br />GOALS — 2015 UPDATE <br />FOR DISCUSSIONS PURPOSES <br />72 <br />GOALS/PRIORITIES <br />ONGOING EFFORTS <br />SPECIFIC ACCOMPLISHMENTS <br />present time. If the City were to extend its ETJ <br />or municipal limits within Orange County, the <br />applicability of SAPFO /CAPS would increase. <br />• The City of Mebane has approximately 2,633 <br />acres of city limits or ETJ within Orange <br />County and has experienced somewhat <br />considerable residential growth in the past <br />decade (with a substantial lull during the recent <br />recessionary period). The City has been <br />approached about becoming a signatory party to <br />SAPFO in the past but has declined to do so. <br />Although CAPS are not issued prior to housing <br />development within Mebane's jurisdiction, the <br />students generated from Mebane are counted in <br />enrollment once they are enrolled in schools <br />and become part of the historical enrollment <br />figures that are used to project future school <br />membership and, therefore, future capacity <br />needs. <br />• It should be noted that if capacity is not <br />available in schools (in accordance with the <br />stipulations in SAPFO), CAPS for residential <br />development cannot be issued, which would <br />stop new residential development in the <br />impacted school system until capacity is <br />available. The possibility of this scenario <br />happening in the past has caused much concern <br />among the possibly- affected local governments. <br />Priority 18: Address inequities between <br />Planning and Inspections <br />old and new schools.
