BOARD OF ORANGE COUNTY COMMISSIONERS (BOCC) <br />GOALS — 2015 UPDATE <br />FOR DISCUSSIONS PURPOSES <br />Priority 16: Develop an accounting and <br />assessment system of water and air <br />pollution: (a) In conjunction with ICLEI; <br />Set emissions reduction target for 2030; <br />Conduct public education campaign; and <br />Link public with opportunities to improve <br />energy efficiency and use sustainable energy <br />sources; (b) Begin multi -year <br />implementation of Observable Well <br />Network. <br />• Additional stewardship and management <br />activity has been focused on Blackwood Farm, <br />where repairs to farm outbuildings, the <br />farmhouse, and the pond and storm water <br />culverts have been accomplished. Scheduled <br />management activities such as boundary <br />signage and water body maintenance, continue <br />to occur open County parks and at future nature <br />Department of Environmental, Agricultural, Parks, <br />and Recreation <br />• The Commission for the Environment and <br />BOCC discussed their mutual interest in <br />updating the Greenhouse Gas Emissions <br />Inventory and Forecast (setting of reduction <br />targets, public education campaign), as was <br />recommended in the State of the Environment <br />2014 report. <br />• The Air and Energy Resources Committee of <br />the CFE is working with the County's new <br />Sustainability Coordinator to identify potential <br />actions and follow -up on the greenhouse gas <br />emissions inventory and forecast. This effort <br />will be coordinated with the towns <br />63 <br />• Stewardship plans have been completed for <br />three future parks, nature preserves and <br />open space sites, with plans to complete <br />two additional sites in 2015. <br />• A program to encourage public volunteer <br />assistance (VPS, or Volunteer Park <br />Stewards) has been implemented, with <br />three such stewards trained to date. <br />Department of Environmental, Agricultural, <br />Parks, and Recreation <br />• The Orange Well Net, a network of <br />groundwater monitoring wells across the <br />county, helps monitor impact of drought on <br />groundwater levels across the county. <br />Three new wells were installed in 2014, <br />and another will be added in 2015. <br />• The State of the Environment 2014 report <br />updated the status and trends for various air <br />and water quality parameters, and included <br />recommendations for improvements by <br />County government, and the general public <br />as well. The Board of Commissioners <br />adopted a resolution in late 2014 <br />acknowledging climate change issues and <br />pledging to take steps to address global <br />climate change and help reduce carbon <br />Planning and Inspections Planning and Inspections <br />• County - funded sampling of the Eno River, • Orange County sponsored several <br />where Cardno Entrix is under contract with the delegates to the 2010 International Codes <br />UNRBA to perform some monitoring of the Council's Energy Codes Conference in <br />Eno River.
