<br />1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date:January 22, 2015 <br />Action Agenda <br />Item No.7-a <br />SUBJECT: <br /> Updated Orange County Partnership to End Homelessness Memorandum of <br />Understanding <br />DEPARTMENT:Housing, Human Rights and PUBLIC HEARING: (Y/N)No <br />Community Development <br />ATTACHMENT(S):INFORMATION CONTACT: <br />Jamie Rohe,919-245-2496 <br />Updated Orange County Partnership to End <br />HomelessnessMOU with Attachment A - <br />Homeless Programs Coordinator Job <br />Description <br />PURPOSE: <br />To adopt theupdated Orange County Partnership to End Homelessness <br />Memorandum of Understanding (MOU) between Orange County and the Towns of Chapel Hill, <br />Carrboro, and Hillsborough. <br />BACKGROUND: <br />In April 2008 theOrange County Board of Commissioners, Chapel Hill Town <br />Council, Carrboro Board of Aldermen, and Hillsborough Board of Commissioners endorsed the <br />Orange County 10-Year Plan to End Chronic Homelessness(Plan) andentered into a <br />Memorandum of Understanding to fund and support the Plan’s implementation by the Orange <br />County Partnership to End Homelessness(Partnership). <br />The Partnership is a coalition of housing and service providers, local government and <br />community members working together to prevent and end homelessness in Orange County. <br />The Partnership’s Leadership Team provides an overarching visionto its workand six (6) <br />subcommittees currently work to increase access to housing, employment and services: <br />The100,000 Homes Taskforcecollaboratesto provide housing and services to <br />people who have high barriers to permanent housing, many of whom are disabledand <br />have been homeless for severalyears. <br />Outreach Courtis the first and only special court in North Carolina that focuses on <br />people experiencing homelessness. Participants are offered treatment plans as an <br />alternative to jail for misdemeanor offenses. <br />The Housing Workgroupapplies for federal homeless program funding, oversees <br />agencies’ data collection and monitors program performance. <br /> <br />
