P� <br />signed by the NCDOT District 7 Engineer on July 19, 2013 and recorded on July 31, 2013 <br />(Attachment 2a). The Developer / homeowners have built and maintained the roadway to a <br />public road standard. <br />NCDOT has investigated this request and has submitted a petition to the Board of County <br />Commissioners (BOCC) for its recommendation (Attachment 3a). <br />Wilson Road <br />Wilson Road is an industrial access road totaling approximately 0.43 mile. The road is <br />located south of Interstate 40/85 and east of Ben Wilson Road (Attachment 1b). The road <br />was constructed by NCDOT in 2014 to provide access to the Morinaga Candy Factory <br />facility, and will ultimately be a component of the larger access network serving economic <br />development efforts in this area. On December 2, 2013 the BOCC approved a Resolution <br />for an investment of $250,000 in the construction of the road (Attachment 2b). <br />The right -of -way for Wilson Road was dedicated by three (3) plats in December 2013 and <br />May 2014 (Attachment 2c). The road has been built to a public road standard. The <br />driveway permits for the reconfiguration of the intersection of Ben Wilson Road and Wilson <br />Road, and for access to the Morinaga facility from Wilson Road, were managed by NCDOT <br />and the City of Mebane. <br />NCDOT has investigated this request and has submitted a petition to the BOCC for its <br />recommendation (Attachment 3b). <br />Conclusion <br />The above - referenced applications meet the criteria endorsed by the BOCC for <br />recommending acceptance of public roads into the State Maintained System for roads <br />approved through the governing jurisdiction's major subdivision process ( NCDOT <br />Subdivision Roads Minimum Construction Standards, January 2010). The application for <br />Wilson Road is also consistent the Resolution adopted by the BOCC on December 2, 2013. <br />In accordance with North Carolina General Statute §136 -62, the BOCC is required to make <br />a recommendation regarding the petition to the North Carolina Board of Transportation <br />( NCBOT) before NCDOT can consider the petition. <br />FINANCIAL IMPACT: There is no direct financial impact to the County associated with this <br />item. NCDOT will incur additional maintenance responsibilities and costs. <br />RECOMMENDATION(S): The Manager recommends the Board: <br />1. Forward the Petition for Addition to the State Maintained System to the North <br />Carolina Department of Transportation for Triple Crown Drive in Triple Crown <br />Estates Subdivision; <br />2. Forward the Petition for Addition to the State Maintained System to the North <br />Carolina Department of Transportation for Wilson Road; and <br />3. Recommend the Department of Transportation accept the roads for maintenance <br />as State Secondary Roads. <br />
