13 <br />1 The Board considered continuing the public hearing until April 7, 2015 on Planning <br />2 Director initiated amendments to the Comprehensive Plan, Unified Development Ordinance, <br />3 and Zoning Atlas to establish two new zoning overlay districts in the Efland area (The primary <br />4 purpose of the overlay districts is to provide for a more village and urban style of development in <br />5 an area of the county served, or intended to be served, by public water and sewer systems.). <br />6 <br />7 Perdita Holtz said this extra time will allow staff time to attend neighborhood meetings in <br />8 order to gain more information on the proposed amendments. <br />9 Commissioner Jacobs said there was a group that was mentioned in the abstract that <br />10 would possibly be re- constituted. He asked who will decide this. <br />11 Perdita Holtz said the Efland- Mebane Small Area Plan Implementation Focus Group <br />12 may be called together again if changes are proposed to the text of the amendment. She said <br />13 at this time staff does not know if there will be changes or not. <br />14 Commissioner Jacobs asked if staff will let the Commissioners know the schedule of the <br />15 community meetings. <br />16 Perdita Holtz said the next meeting is December 17th, and the groups may decide to <br />17 meet more frequently after the holidays. <br />18 Commissioner Price said this process has been protracted. She asked if there is a <br />19 difference between the people organizing the community meetings and the small area planning <br />20 implementation focus group. <br />21 Perdita Holtz said yes, there is a difference. She said none of the people from the focus <br />22 group have been attending the community meetings. <br />23 Commissioner Price asked if the focus group is the same group that developed the small <br />24 area plan. <br />25 Perdita Holtz said some of the members are the same, and some are different. She <br />26 noted that the community meetings are not sponsored by the County, but if there are changes, <br />27 there will be a County sponsored meeting. <br />28 Commissioner Jacobs asked for a listing of the people in the groups. <br />29 Commissioner Price said she is curious who has been involved in this process, and she <br />30 wants to make sure there is a good cross section of people from the community participating. <br />31 Perdita Holtz noted that County staff has held a public information session where all <br />32 groups were invited to attend. <br />33 <br />34 A motion was made by Commissioner Pelissier seconded by Commissioner Jacobs for <br />35 the Board to: <br />36 1. Open the public hearing that was adjourned at the September 8, 2014 Quarterly Public <br />37 Hearing; <br />38 2. Accept any oral comments that are also submitted in writing (as required by Section 2.8.8 <br />39 and 2.8.9 of the Unified Development Ordinance); and <br />40 3.
