Closed Session <br />10 A motion was made by Commissioner Gordon, seconded by Commissioner Rich to go <br />11 into closed session at 9:13 p.m. for the purposes of: <br />12 <br />13 ADDED: [N.C.G.S. 143- 318.11(a)(4)] <br />14 To discuss matters relating to the location or expansion of business in the area served by this <br />15 body. <br />16 <br />17 "To discuss the County's position and to instruct the County Manager and County Attorney on <br />18 the negotiating position regarding the terms of a contract to purchase real property," NCGS § <br />19 143- 318.11(a)(5). <br />20 <br />21 Approval of Closed Session Minutes <br />22 <br />23 Commissioner Rich said she had a question before going into closed session. <br />24 She asked about the item, Memorandum Regarding Update on "The Edge" Project <br />25 under Information items. She said the Edge property developer is now proposing more <br />26 residential units than retail. She said this is becoming a common problem, and it affects the <br />27 schools systems when a development proposes 40 percent residential units and then changes it <br />28 to 70 percent. She would like to make sure the Board follows this project. <br />29 Bonnie Hammersley said staff will come to the board in early 2015 to talk more about <br />30 this development. <br />31 Commissioner Rich said the schools just released a report about student projections, <br />32 and she wondered what this might do to those projections. <br />33 Commissioner Gordon echoed what Commissioner Rich said. She said Orange County <br />34 has about 85 percent residential development and 15 percent retail development. She said <br />35 some of these developments might be as much as 95 percent, and it is important to work with <br />36 our partners while being mindful of the impact of this. <br />37 <br />38 VOTE: UNANIMOUS <br />39 <br />40 RECONVENE INTO REGULAR SESSION <br />41 A motion was made by Commissioner Price seconded by Commissioner Rich to <br />42 reconvene into regular session at 11:40 p.m. <br />43 <br />44 VOTE: UNANIMOUS <br />45 <br />46 15.
