13 <br />1 Commissioner Rich asked for more details on how the surveys were done, and she <br />2 referred specifically to number 7 on the sheet. She asked for information on how future <br />3 outreach will be done. <br />4 David Stancil said residents were asked to respond to what they enjoy doing, and the <br />5 next section asked what they want to see, so both of these were used. He said staff chose to <br />6 do a comprehensive County -wide survey even though many of the town residents might not be <br />7 very familiar with Orange County Parks. He said there were a number of "don't know" answers, <br />8 as many residents choose to patronize parks in their own town. <br />9 He said the plan is to do another community needs assessment in 5 years. He said <br />10 there are outreach events happening in the meantime with church and civic groups, as well as <br />11 the school system. <br />12 Commissioner Price asked if the other name for Twin Creeks can be used. <br />13 David Stancil said yes. He said this will not be lost in the signage. <br />14 Commissioner Price said it is important in naming parks meant to honor ethnic <br />15 populations, that the name actually be used. <br />16 Commissioner McKee said this is a living document and it is good not to set every detail <br />17 in concrete. He said one concern of his is the overall ballpark figure being $40 million. He said <br />18 he has to compare that with other needs such as schools, transportation, and affordable <br />19 housing. He said it is good to acknowledge this document as a living thing that can be worked <br />20 toward. He said he supports it, and he will vote for it, but he will look at each individual project <br />21 with a very hard eye in comparing it to other priorities. <br />22 Chair Jacobs said he thinks this is beautiful document, and it is comprehensive and <br />23 thoughtful. <br />24 Chair Jacobs said the document refers to appendices, but these are not included. He <br />25 assumes these will be included in the future. <br />26 Dave Stancil said the appendices are 150 pages long, and staff will try and get it back up <br />27 on the web by Thursday. <br />28 Chair Jacobs noted that adverbs ending in "ly" should not be hyphenated and should be <br />29 taken out of the verbiage. <br />30 Chair Jacobs said the County cannot update their payment in lieu plan until a plan is in <br />31 place. He hopes that when this is done, there can be a conversation with Mebane about <br />32 incorporating a different way of looking at open space in the subdivisions being built in Orange <br />33 County. <br />34 Chair Jacobs said page 10 -6 has a statement that Orange County has been very <br />35 prescient in its approach to planning, and he wants to comment staff for that. <br />36 Chair Jacobs noted the following list of suggested changes: <br />37 - Page 3.7- Fairview Park - Part of this park cannot be developed because of the landfill area. <br />38 This caveat should be added. <br />39 - Page 3.22 - Future north east park plans mention the possibility of a Solid Waste Convenience <br />40 Center. A possible fire training center was also discussed and this should be flagged. <br />41 - Millhouse Road — This should mention that this is a prime site for a partnership with the towns. <br />42 - Map on page 4.4 — The gray is not visible, and a circle could be added to note the municipal <br />43 boundaries. <br />44 - Page 5.1 — There are asterisks but no footnotes <br />45 - Page 10.5 — This should note that non - profit funds have also been leveraged. <br />46 - Page 10.6 — The first column discusses a multiplicity of amenities. The parenthetical note is <br />47 not consistent with what the County set out to do with regard to low and high impact uses. <br />48 - Page 10.8 — He requested an update on the Smith Middle School soccer field. (David Stancil <br />49 noted that this field exists and is in use and programmed by the Town of Carrboro.) Chair <br />50 Jacobs said this should be listed as a resource. <br />51 - Page 10.9 — Mountains to Sea Trail master plan is listed as a 2014 project. This has been <br />
