24 <br />1 Commissioner Price said she is all for recycling, but she admits that she is <br />2 uncomfortable with this proposal. She said residents have not seen this, and she is not even <br />3 sure what service area is being discussed. She said only half of the residents that received the <br />4 survey responded, and there are still many people that are beyond the service area. She said <br />5 many people are still unsure how the service is going to be paid for. <br />6 Gayle Wilson said the service area is the same area that the County has had for years <br />7 and the respondents came from throughout that area. He believes demand will increase in the <br />8 service area once the carts are being used. <br />9 Gayle Wilson said he has not taken any questions about the funding and the question <br />10 was not raised in any of the surveys that he has seen. <br />11 Commissioner Price asked how the fee works. <br />12 Gayle Wilson said there are four options that SWAG will consider for funding. He said <br />13 everyone receiving the service will pay something, but the details are under discussion. He <br />14 said it is likely to look something like the previous tiered version. <br />15 Commissioner Price said there are two issues here: 1) Buying the roll carts and issuing <br />16 them to residents that want them; and 2) determining how to pay for these. <br />17 Gayle Wilson said that is correct, as well as determining how to pay for all of the other <br />18 services and programs. He said this service will not be paid for under any of the options being <br />19 discussed. <br />20 Chair McKee said he agrees with Commissioner Jacobs concerns about putting the cart <br />21 before the horse, because there are still unanswered questions about the long term plan. He <br />22 understands the service area, and he does not argue with the demand, but he is concerned <br />23 with the lack of a long term plan. <br />24 He questioned how and if the service area will be expanded countywide. He said there <br />25 is also discussion about spending money to put in recycling compactors at Eubanks Road. He <br />26 said if curbside is being expanded, he wonders why the money is being spent on the <br />27 compactors. He said it seems that two systems are being run. <br />28 Commissioner McKee said there is also the issue of how to pay for this, and the Board <br />29 has not made that decision. He said the plan is good, and the SWAG is working hard to <br />30 address issues, but he is not ready to move forward with this until there is more feedback on <br />31 the SWAG's recommendations. <br />32 Commissioner Jacobs said the advisory group was presented with these plans as <br />33 addressing every rural resident over a period of years. He said people should not pay for <br />34 something they are not getting. <br />35 Commissioner Jacobs said Gayle Wilson should address the issue about dual systems. <br />36 Commissioner Rich said, in reference to the dual systems, the manager is collecting <br />37 data from the Solid Waste Convenience Centers regarding who is dropping off what materials. <br />38 Commissioner Rich said one question that has been answered is that there is not a <br />39 correlating decrease anywhere else when there is an increase in the recycling in the bins. She <br />40 said the systems — the carts and the convenience centers - are running in conjunction with each <br />41 other. <br />42 Gayle Wilson said he has never used the term dual system. He said the reason or the <br />43 County's continuing success is the complimentary and overlapping services. He said people <br />44 use the convenience centers for different reasons, and the centers are for much more than just <br />45 taking bottles and cans and garbage. <br />46 Gayle Wilson said there has never been a long term plan, and the system has been built <br />47 year to year and decade to decade. He believes that the result of the SWAG will be the <br />48 creation of a comprehensive plan for solid waste. He said two of the four funding options <br />49 currently under consideration assume a three year phase in of roadside service countywide. He <br />
