Minutes <br />15 The Board approved the minutes from October 21, 2014 as submitted by the Clerk to the <br />16 Board. <br />17 b. Authorization to Declare Equipment Surplus <br />18 The Board declared six pieces of heavy equipment surplus. <br />19 d. Fiscal Year 2014 -15 Budget Amendment #4 <br />20 The Board approved budget and grant project ordinance amendments for fiscal year 2014 -15 <br />21 for the Health Department, Planning and Inspections, Department on Aging, Department of <br />22 Social Services, and Library Services. <br />23 e. Application for North Carolina Education Lottery Proceeds for Chapel Hill — Carrboro <br />24 City Schools (CHCCS) and Contingent Approval of Budget Amendment # 4 -A Related <br />25 to CHCCS Capital Project Ordinances <br />26 The Board approved an application to the North Carolina Department of Public Instruction <br />27 (NCDPI) to release proceeds from the NC Education Lottery account related to FY 2014 -15 <br />28 debt service payments for Chapel Hill — Carrboro City Schools (CHCCS), and to approve <br />29 Budget Amendment #4 -A (amended School Capital Project Ordinances), contingent on the <br />30 North Carolina Department of Public Instruction's (NCDPI) approval of the application. <br />31 f. Approval of Expanded White Cross Fire Insurance District <br />32 The Board approved the White Cross Fire Insurance District Map that has been expanded to <br />33 include properties within six road miles of White Cross Fire Department Station 2. <br />34 g. Proclamation — Bill of Rights Day <br />35 The Board adopted a proclamation to officially recognize Bill of Rights Day in Orange County <br />36 during the month of December and authorized the Chair to sign. <br />37 h. Hillsborough Commons Lease Amendment for Expansion of Northern Orange <br />38 Employment and Training Center <br />39 The Board approved a proposal to amend the Hillsborough Commons Lease to include the <br />40 recently vacated space adjacent to the Department of Social Services ( "DSS ") in Hillsborough <br />41 for the purpose of expanding employment and training efforts in northern Orange County; <br />42 authorize the Manager to execute the Lease Amendment upon County Attorney approval during <br />43 the Winter break; and authorize the DSS Director to budget unanticipated revenue received in <br />44 this fiscal year for any costs related to the lease and occupancy of the space. <br />45 i. Approval of Budget Amendment #4 -13 Related to Position Changes and Receipt of <br />46 Additional Medicaid Revenue within the Health Department <br />47 The Board approved Budget Amendment #4 -B related to position changes and receipt of <br />48 additional Medicaid revenue within the Health Department, specifically to: approve changing a <br />49 currently budgeted 1.0 FTE Public Health Nurse I position to two .50 FTE Public Health Nurse 1 <br />50 positions; increase a currently budgeted .50 FTE Public Health Nurse 11 Preparedness <br />
