Davis, Jr.,(919) 245-2488 <br />PURPOSE: <br />To conduct a public hearing to receive publiccomments prior to official close-out <br />of the County’s FY 2010 Community Development (CDBG) Scattered Site Housing <br />Rehabilitation Program. <br />BACKGROUND: <br />In February 2011Orange Countywas officially awarded a $400,000 <br />Community Development Block (CDBG) Grant from the N.C. Department of Commerce for a <br />Scattered Site Housing Rehabilitation Program. Funds from this grant were intended to be <br />used to repair eight (8) deteriorated housing units in the County. <br />All CDBG activities have now been completed and seven (7) homes were substantially <br />rehabilitated. A summary of the program beneficiaries is attached to this abstract. <br />A public hearing was conducted on December 2, 2013 to receive publiccomments and the <br />grant was “closed out”.However, the notice for the hearing was void of the N.C. Department of <br />Commerce’s mandatory Spanish-language notification designed to ensure that the Spanish- <br />speakingLEP community was properly informed. In order to complete the official grant close- <br />out process, the N.C. Department of Commerce is requiringthat another notice including the <br />referenced Spanish information be published and an additionalpublic hearing occur.Proper <br />notice for this public hearing has been published. <br />FINANCIAL IMPACT: <br />This grant provided $400,000 in this community for the repair of seven <br />(7) homes. The total hard cost for the completion of the housing rehabilitation was $311,257 <br />plus $40,000 administrative costs for a total of $351,257. The remaining $48,743 was <br />associated with one of the selected housesthat was determined to be too deteriorated for <br />repair. Thus, $48,743 wasretained by the State Community Development Program. <br />RECOMMENDATION(S): <br /> The Manager recommends that the Board conduct the public <br />hearing to receive public comments prior to official close-out of the County’s FY 2010 <br />Community Development (CDBG) Scattered Site Housing Rehabilitation Program, and then <br />close the public hearing. <br /> <br />
