• Meet mobility needs of infant and youth who will need transportation to day care or after <br /> school programs. <br /> Capital Equipment Considerations <br /> Capital equipment needs include: <br /> • Provide for sufficient wheelchair-accessible equipment to meet current unmet demand for <br /> services to the handicapped, as well as projected expansion needs. <br /> • Provide for fleet replacement in a timely fashion to keep maintenance costs low and maintain <br /> service quality. <br /> • Provide sufficient vehicle capital to handle any planned expansion, particularly for general <br /> public services that may require larger buses. <br /> ' Provide for adequate, compatible mobile radio equipment to facilitate efficient operation and <br /> coordination of services. <br /> • Ensure that the size and type of vehicles in the fleet is correct for the types of services <br /> provided. <br /> Need for Efficient Use of Existing Resources <br /> The final set of goals(some are really constraints on the system to be designed)for transportation <br /> in Orange County includes the need to make good use of existing resources, and to use any possible <br /> additional resources wisely. They include the need to: <br /> • Make best use of the available vehicle fleet to minimize the need for additional capital. <br /> • Minimize additional operating costs while meeting as many needs as possible. <br /> • Promote more ride-sharing of vehicle fleet especially among child care programs. <br /> • Ensure that operations are provided safely, that all equipment is safe and in good working <br /> order (including lifts), and that all personnel receive adequate training. <br /> -5- <br />
