• those that deal with the need to manage capital equipment replacement and maintenance, and <br /> • those that address the need for intelligent and systematic use of existing transportation services <br /> and resources in the County. <br /> The first category addresses concerns that there are persons in the area who, for a variety of <br /> reasons, have no means of making the trips they require. The second category deals with the need for <br /> the County to plan for the replacement and maintenance of its vehicles and other capital equipment. The <br /> third category addresses the concern that existing resources in the County should be used as efficiently <br /> as possible. <br /> Need for Public Transportation Services <br /> One overall goal in developing the TDP is to target transportation services in the County toward <br /> people most in need. In general, there appeared to be an overall need to provide transportation services <br /> to low income, elderly, disabled, children, youth, and other transit-dependent persons (those who do not <br /> have access to an automobile), particularly to social services, medical services, shopping and for paying <br /> bills. There also appeared to be a need to provide for work trips for low-income persons with mobility <br /> problems, for those who are being trained, and for handicapped persons. Priorities expressed by the <br /> Steering Committee included the need to: <br /> • Continue to seek to meet the needs of elderly and disabled persons,with a priority on medical <br /> trips, and on social service agency clients. <br /> • Develop expanded general public service to allow any person to reach employment, essential <br /> shopping, business opportunities particularly for the economically disadvantaged. <br /> • Provide service to persons living in the county outside Chapel Hill who are not part of the <br /> limited agency client population. Current OPT services are available only to the general <br /> public on a limited basis. <br /> • Provide regular out-of-county medical trips, probably to Duke Hospital. <br /> • Meet mobility needs of expanding populations of elderly and disabled persons who will need <br /> transportation to medical services,to nutrition sites,for employment,for grocery shopping and <br /> other essentials, for social and recreational purposes, and for other personal business needs. is <br /> -4- <br />
