• Additional miles of operational costs: 12,500 (at 12 miles per hour--reflecting the village <br /> nature of most trips). At $0.35 per mile (mileage costs for a minibus), this is an additional <br /> $5,616 in mileage costs for this combined general public/Title III service. <br /> • No additional vehicle is required, as this would utilize a vehicle already available in <br /> Hillsborough in the mid-day period. <br /> • Marketing costs, including a folder describing the service, newspaper advertisements <br /> (repeated), take-one racks/poster displays at key locations, staff time for participation in local <br /> fairs/events, and signs for the scheduled stops. The direct costs are likely to be at least <br /> $1,000 in the first year, with additional staff/management time to arrange these items and <br /> promote the system. <br /> Advantages <br /> • There is currently a base of agency service in the senior center route in this area. This is the <br /> basis upon which to build this service. <br /> • This service would offer additional service to an area identified as having additional need and <br /> potential based on the population characteristics. General public service would become <br /> available for persons without an agency affiliation, and trip purpose restrictions would not be <br /> present. Seniors would have additional service available for purposes other than nutrition <br /> trips. <br /> o It would allow connections with OPT service from Hillsborough to Chapel Hill for <br /> connections to Chapel Hill Transit or TTA services. <br /> • It would provide OPT general public service locally in Hillsborough, demonstrating to <br /> potential agency clients and County residents that there is some (limited) general public <br /> service available in this area, and that OPT is capable of offering a service package similar <br /> to that offered in other areas of the County with public transit (though at a service level <br /> appropriate to the population, needs and density of the Hillsborough area). <br /> • It would offer a local service for medical trips in this area, available to E&DTAP, and <br /> Medicaid trip clients. <br /> • It would position OPT for future linkages from Hillsborough to TTA regional services, and <br /> to the designated Economic Development Districts along the 1-85 corridor. <br /> Disadvantages <br /> o Additional ridership depends to a large extent on creating a public awareness that there is an <br /> OPT, and it does offer services in this area during this time period. A catchy name for the <br /> service type would help. <br /> -31- <br />
