Since the agency does not provide transportation to the centers, the majority of the clients drive <br /> themselves(approximately 90%). Others either ride with family or friends, or use OPT or the Department <br /> of Aging (DOA). Less than one percent of the clients use wheelchairs. Those that do use wheelchairs <br /> who need specially equipped vehicles are assisted by OPT. <br /> Joint Orange-Chatham Community Action, Inc. (JOCCA) <br /> JOCCA is a private, non-profit agency providing services for approximately 1,779 clients each <br /> year. Services provided by the agency include: congregate nutrition, counseling, education/training, <br /> home-delivered meals,job placement, rehabilitation, volunteer opportunities and information & referral <br /> comprehensive housing services. JOCCA's eligibility requirement is based on income. The agency is in <br /> operation year round, 8:30 a.m. to 5:00 p.m. five days per week. <br /> Since the agency does not provide its own transportation to the centers, access to the sites is <br /> provided by having the clients drive themselves,or ride with family or friends, volunteers, car pool, staff, <br /> CHT and OPT. Out of the total client population, 154 are unable to drive themselves or do not have a <br /> car available. JOCCA does make some transportation provisions(provide,purchase or reimburse for client <br /> transportation)for getting clients to certain activities. During the past fiscal year, JOCCA reimbursed staff <br /> a total of$2,505 at a rate of$.24 per mile. An estimated 52 one-way passenger trips were made with <br /> staff members. JOCCA also reimbursed clients during the last fiscal year for 17,117 miles at a rate of <br /> $.24 per mile. The total amount spent on client reimbursement during the past fiscal year was $4,108. <br /> Also, the purchase of service from OPT cost JOCCA $154 during the past fiscal year. The total <br /> administrative expense of providing client transportation to the different activities for the past fiscal year <br /> was $5,200. Federal and state funding used for the administrative and indirect expenses in providing <br /> client transportation is provided under the Community Services Block Grant (CSBG) and Job Training <br /> Partnership Act (JTPA) programs. <br /> Orange Enterprises Inc. <br /> Orange Enterprises is a private non-profit agency providing service to all eligible county residents. <br /> Orange Enterprises provides job placement,Medicaid,mental health,rehabilitation,sheltered employment, <br /> supported employment, transportation, and volunteer opportunities. The eligibility requirements for <br /> Orange Enterprises are based on age (16 or older) and having a disability (any documented disability). <br /> -15- <br />
