BACKGROUND: In keeping with the County's efforts to maintain the position classification and pay plan internally,the Personnel Department routinely conducts classification and pay studies. These studies include scheduled classification reviews of individual positions and/or groups of positions and periodic assessment of labor market comparisons through salary surveys. Personnel currently has completed a classification review of library positions. The background leading to the recommended changes in the Orange County Classification and Pay Plan is as follows: RSVP/ESL Coordinator Class On June 28, 1994,the Board of County Commissioners transferred the permanent part time position of RSVP Literacy Coordinator from the Department on Aging to the Orange County Library. When the position was assigned to the Department on Aging, the duties included working with the Retired Senior Volunteer Program in connection with the literacy program. Since that position was transferred to the library,the duties have focused on coordinating the English as a Second Language program.
