Submit construction plans for well and distribution system to 20 <br /> the Division of Environmental Health, Public Water Supply <br /> Section. <br /> 5. Install distribution system, hydropneumatic storage tank and <br /> any required treatment equipment. These improvements will be <br /> completed prior to plat recordation. <br /> Any comparison of this system to the Piney Mountain Community Sewer <br /> System is unjustified. They represent two entirely different <br /> technologies. The Piney Mountain system was installed in 1989 <br /> utilizing a technology developed only seven (7) years earlier; <br /> utilizing equipment that was not ideally suited for the purpose, but <br /> was what was then available; operated by an unbonded company. <br /> Moreover, the regulatory community had not, at that time in history, <br /> identified the reasonable minimum maintenance measures that such a <br /> system required. Community water systems have been used extensively <br /> throughout the Triangle for the past forty (40) years. The <br /> technnology has been proven for over 80 years. Community water <br /> systems serve more than 30,000 residents in Wake County, alone. <br /> Additionally, in the case of Piney Mountain, the system was only <br /> re gulated by State requirements. In contrast, a community water <br /> Sys tem is regulated by both State and Federal (EPA) agencies, and <br /> must comply with all requirements of the National Safe Drinking Water <br /> Act. <br /> I trust this brief explanation of the Community Water System will <br /> address the issues discussed at the Commissioners' meeting.
