Utilities Commission. The Commission <br /> monitors the performance of the Utility Company, as well as <br /> establishes water billing rates and bonding requirements. The <br /> community water system, while not mandatory to develop the property, <br /> will provide the most reliable water supply for the subdivision. <br /> Individual wells could be installed on each lot as the homes are. <br /> constructed. Forty-seven individual wells would have to be drilled <br /> to serve this subdivision versus only one or two wells for the <br /> community system. The only testing required for the single <br /> residence well is for bacterial contamination at its inception, <br /> while the community well is tested for more than 100 potential <br /> contaminants immediately after installation. Monthly water quality <br /> testing 'of the community well is also required after the system is <br /> operational. No follow-up testing is required for individual lot <br /> wells. Although the community well system represents an additional <br /> cost to the developer, it will guarantee each lot an adequate water <br /> supply of good quality. <br /> The sequence of procedures for permitting and installing the system <br /> is as follows: <br /> 1. Obtain well site approval from the N.C. Department of <br /> Environment, Health and Natural Resources and the Orange <br /> County Health Department. <br /> 2. Drill wells and determine well yield. As noted by <br /> Commissioner Gordon, adequate well yields for community <br /> systems in this area can be difficult to obtain. If the two <br /> well sites currently ' approved do not provide satisfactory <br /> yields, additional well locations will be selected. <br /> 3. Perform bacteriological, inorganic, volatile organic <br /> chemicals, synthetic organic chemicals and radiological <br /> analysis of well sample. <br />
