The grant funds would be used
for the completion of the County's historical architectural inventory and
preparation of an inventory manuscript. Total project costs were estimated to be
$12,385 (a grant project outline is attached). In April, the Board accepted the
CLG grant. The County's FY1995-96 budget, approved on June 26, 1995,
included a matching share of$7,385 ($4,515 cash, and$2,870 in-kind services).
In August, 1995, the Board of Commissioners approved a Request for Proposals
that was mailed to a list of qualified consultants provided by the SHPO. Three
(3) proposals were received. Planning staff and a subcommittee of the Historic
Preservation Commission reviewed the proposals and recommended Mattson,
Alexander and Associates of Charlotte. MAA's proposal is attached. Following a
reference check and consultation with the SHPO, the Historic Preservation
Commission selected MAA to perform the work requested. (A detailed Statement
of Qualifications and Services and an example of MAA's previous work is available
for review in the Planning Department.)
The attached project description and contract was developed by the SHPO. On
December 5,the Historic Preservation Commission voted to recommend approval
of the contract with Mattson, Alexander and Associates to perform the
architectural manuscript preparation/survey completion project and to forward this
recommendation to the Board of Commissioners.
RECOMMENDATION: The Administration recommends approval of the Contract.
