2 <br /> C2260-12/95 <br /> INFORMATION SYSTEMS DIRECTOR <br /> GENERAL DEFINITION OF WORK: <br /> Performs complex professional and difficult technical and administrative work planning, directing and <br /> supervising the full range of activities related to computer information systems in the County; does <br /> related work as required. <br /> Work is performed under general supervision. Supervision is exercised over all department personnel. <br /> TYPICAL TASKS: <br /> Plans, develops, organizes and directs a comprehensive computer information management program <br /> for the County, including the areas of personal and mainframe computers, computer hardware and <br /> software, computer networks, systems with remote connections and office automation; <br /> Consults with user departments to identify computer system needs and plans and implements responses <br /> to meet these needs; <br /> Assesses the County's overall information systems needs and recommends appropriate approaches, <br /> including such areas as training, equipment replacement, software and use of departmental resources; <br /> Establishes information system goals and objectives for the department and the County, in conjunction <br /> with management; <br /> Assesses feasibility of automating work functions, recommends information system changes and <br /> develops implementation plans to improve service delivery to Orange County citizens; <br /> Develops proposals for necessary resources to achieve the stated County goals and objectives; <br /> Keeps abreast of trends and new developments in the field and evaluates these as to applicability for <br /> the County; <br /> Coordinates and manages the development and use of personal computers, mainframe, client server <br /> and other stand-alone/integrated systems in the County; <br /> Recommends information management policies and standards in the areas of responsibility for the <br /> County including security and systems administration for computer systems and distributed networks; <br /> Assesses training needs and develops County wide training on computer systems, in conjunction with <br /> the Personnel Department; <br /> Provides technical assistance to other departments on various automation projects and activities; <br /> Analyzes and evaluates software,hardware and vendor support performance and makes <br /> recommendations to management; <br /> Oversees computer equipment maintenance, including coordination and negotiation with <br /> manufacturers and vendors; <br /> Plans, schedules and evaluates the work of technical and professional staff, <br /> Hires and trains staff; <br /> Develops annual budget request and manages the approved budget; <br /> Performs related tasks as required. <br /> KNOWLEDGE. SKILLS AND ABILITIES: <br /> Comprehensive knowledge of principles, methodologies,techniques and practices related to computer <br /> information systems and systems analysis, design and implementation; comprehensive knowledge of <br /> personal computers, mainframe computers, computer networks, client servers and office automation; <br /> thorough knowledge of the methods,principles and practices used in scheduling computer operations <br />
