The dues <br /> committee has met to examine structural impediments and possible alternative <br /> funding methods. One of the restrictions on the Board's ability to develop <br /> alternate funding methods is contained in the organizational Charter. The Charter <br /> stipulates the method by which the dues are assessed and additionally requires a <br /> vote by all boards of member governments to any change in this method. <br /> The Board of Delegates proposes to change Article X. section 2 of the Charter to <br /> establish the calculation of dues in the By-laws, thereby allowing the dues <br /> committee and the Board of Delegates more flexibility in establishing more <br /> equitable dues rates and allowing for modification of that structure by an <br /> amendment to the By-laws. The enclosed resolution will allow the Board to make <br /> these changes, and we ask you to bring it to your board for its approval. A Charter <br /> amendment requires affirmative action by two-thirds of our member governments <br /> so it is important that this be placed on your Board agenda as soon as possible. <br /> You will be notified of the proposed By-laws language prior to its consideration <br /> by the Board of Delegates. <br /> If you have any questions about any of this, please call me. <br /> Sincerely, <br /> Chick Krautler, President <br /> cc: manager <br />
