5) Franchise All of Unincorporated Orange County to Current Rural Private Haulers for <br /> Service. <br /> This option would be comparable to option#4. Current rural residential waste <br /> haulers would be licensed and franchised by Orange County. The County would <br /> negotiate with and issue franchises to haulers for separate areas of the County. In <br /> order to guarantee service to all residents in the County, including sparsely <br /> populated areas, franchises would be awarded to haulers to service specific areas. <br /> The County would award franchises based on a County-approved cost-for-service. <br /> Individual residents would individually contract with haulers and assume <br /> responsibility for payment to them. <br /> 6) Orange County could provide universal rural residential collection to all rural County <br /> residents (eliminate all SWCCs). <br /> Orange County could provide universal solid waste and recycling services to all <br /> rural County residents by: <br /> A. Purchasing collection vehicles and providing service comparable to <br /> collection services provided by municipalities in the County. <br /> B. Contract with one or more of the municipalities to provide collection to <br /> rural residents. <br /> C. Issue a Request for Proposals and solicit bids for residential collection <br /> services from private haulers. <br /> D: The collection services chosen by the County could be a mix of any one of <br /> the previous options, based on levels of service preferred, offered, and <br /> costs obtained from bidders. Examination of costs for the County to <br /> publicly offer collection services, and prices obtained from negotiations <br /> with municipalities and private haulers would also influence any decision. <br /> E. A number of financing options could be utilized, including each of those <br /> presented as a part of Weston's study of an Integrated Solid Waste <br /> Management System for Orange County. <br /> Financing Options for Collection Systems: <br /> Currently, Orange County Solid Waste Convenience Centers are financed by County property <br /> taxes. A number of financing options are currently being successfully used by counties in the <br /> State to finance solid waste management activities. Most of these alternatives and those chosen <br /> for study by Weston are variations of a user fee similar to utility bills. These financing <br /> alternatives can increase public awareness of waste reduction, recycling and other waste <br /> management costs. They can also be perceived by the public as an equitable way to charge for <br /> solid waste services, similar to other public utilities and services. <br /> 3 <br />
