Residents may also recycle newspaper, magazines, corrugated <br /> cardboard, aluminum and steel food and beverage cans, aluminum foil, plastic six-pack <br /> carrier rings,#1, #2, #5, and#7 plastic bottles, and polycoated gable top milk and juice <br /> containers at the SWCCs. These recycling programs are managed by Orange Community <br /> Recycling and funded from landfill tipping fee revenues. <br /> 2) Convert existing Solid Waste Convenience Centers to utilize the 40 Yard <br /> Compactor/Collector Center Model: <br /> Presently, collection and disposal of most waste at the SWCCs is handled using open-top <br /> six cubic yard dumpsters and a front-end loader garbage collection truck. Orange County <br /> had anticipated switching from this collection system to one which utilized a stationary <br /> waste compactor, enclosed container for household waste and open-top 40 cubic yard roll-off <br /> containers for bulky waste. The first site to use this collection method was planned for <br /> Saddle Club Road, but construction and site development bids of$215,000 were $60,000 <br /> higher than those projected by County staff. The decision was made to postpone a decision <br /> until the Weston Study is completed. <br /> 3) License all private haulers providing residential waste collection: <br /> Orange County may choose to no longer provide any solid waste disposal services <br /> directly for its residents and eliminate solid waste convenience centers. Licensing of private <br /> haulers would allow the County to exercise a small degree of control over haulers and <br /> elimination of County SWCCs would encourage increased subscription to collection services <br /> which are provided by the private haulers. Theoretically, the increase in demand for services <br /> would encourage the haulers to provide services to a larger area of the County than currently <br /> serviced and the free-market system and competition among haulers would help keep <br /> subscription prices at a reasonable level. Residents would subscribe to their hauler of choice <br /> and payment for service would be made directly to the hauler by their customers. The County <br /> could regulate, prescribe the level of service, and issue individual licenses to haulers using <br /> the Orange County Solid Waste Ordinance as the enforcement mechanism. <br /> 4) Franchise collection of residential waste for the unincorporated area of Orange County <br /> to a Large Private Hauler. <br /> Collection services and specific service areas could be franchised to a private waste hauler <br /> in Orange County capable of providing collection to all unincorporated areas of the <br /> County. The County could solicit bids to determine the cost of service to provide <br /> collection to the County as a whole. The County could examine each option individually <br /> or as a whole and award the franchise based on costs provided by the hauler and choose <br /> the system that would be most cost-effective to the residents of the County. Individual <br /> residents would contract and make direct payment for collection services to the <br /> designated fanchisee. <br /> 2 <br />
