McAdoo 967-9251 Ext. 2625 <br /> DIRECTOR <br /> MEMORANDUM <br /> To: Orange County Board of Commissioners / <br /> From: Wilbert McAdoo, Public Works Director W <br /> Date: December 6, 1995 <br /> Subject: Summary of Solid Waste Collection Options for Unincorporated Orange County <br /> Important considerations when reviewing options for rural collection are: <br /> - Roadside collection versus Solid Waste Convenience Centers. <br /> - The amount and type of control the County wants to exercise over the collection. <br /> - The level of service that the County residents desire and demand. <br /> - The best collection system for the individual. <br /> - The best collection system for the County as a whole. <br /> - Who will pay? <br /> - Who will collect payment? <br /> - Integration with the Countywide Solid Waste Management Plan. <br /> Options for Solid Waste Collection in Unincorporated Orange County: <br /> 1) Continue to offer services as currently provided: <br /> At present, citizens in rural Orange County have the option of using any of Orange <br /> County's six existing staffed solid waste convenience centers (SWCCs) for waste <br /> disposal or contracting with a private waste hauler. Approximately 80% of the rural <br /> households use the County's SWCCs and the remaining 20% contract with private waste <br /> haulers. Those citizens that contract for private waste hauling occasionally use the SWCCs <br /> for disposal of bulky waste, white goods, and yard waste. These components of the <br /> residential waste stream are not included as a part of their contracted collection services. All <br /> residents, rural and urban, may also obtain permits for landfill disposal of loads of non- <br /> dumpster compatible residentially-generated wastes such a bulky wastes, furniture, white <br /> goods, yard waste, etc. Orange County pays the tipping fee for disposal of these materials. <br /> Currently, bi-weekly curbside collection of recyclables is provided to approximately <br /> 1 <br /> Office Location Highway 86 North Hillsborough <br />
