r <br /> NEXT STEPS <br /> Although preliminary decisions have been made regarding the ultimate solid waste system, <br /> WESTON's intent in our efforts has been to provide comprehensive information regarding solid <br /> waste systems for the LOG and member jurisdictions to aid in selection and subsequent <br /> implementation of the selected system. To aid in the use of this information and provide the <br /> necessary flexibility during implementation of a solid waste system, an implementation guidance <br /> document will be prepared. This document will provide the LOG and member jurisdictions <br /> guidance during implementation, including a description of decision-making steps (e.g., whether <br /> to privatize facilities); methods for further defining system components (e.g., design level <br /> necessary to receive system financing, if necessary); and implementation steps based on the <br /> decisions (e.g., procurement steps). The guidance document, along with decisions made based <br /> on this report, is also intended to assist the LOG in developing a final solid waste management <br /> plan that follows State guidelines. <br /> Typically, because solid waste management alternatives must adjust to changing local conditions, <br /> portions of a solid waste system selected during a planning process such as this must be revised <br /> based on further evaluation during implementation. This report has been structured to provide <br /> information useful to decision-making as well as to facilitate the planning process. However, <br /> additional information will be necessary to implement the system. For example, if wet/dry <br /> collection is to be implemented, the co-collection vehicles must be defined prior to purchase. <br /> This will include sizing the compartments for wet versus dry based on waste stream monitoring <br /> for each sector. Co-collection containers for commercial and multi-family residential units must <br /> be sized based on site-specific needs. Similar investigations and decisions will be necessary <br /> prior and during the design of processing facilities. Another example of implementation steps <br /> that include further analysis is for implementing variable rates. Initial decisions necessary will <br /> be the governance/administrative responsibilities. With this information, rates paid to each <br /> jurisdiction, private contractor, and/or facility must be determined. Types of bags/tags must be <br /> researched.
