G
Ty
system: prevention, participation, and recovery level. It is important to note that measurement
of current waste prevention in not possible.
To determine the material types impacted by prevention and collection methods, the definition
of recyclables was defined for each system and each sector, as described in subsequent sections.
The types and quantities of materials included in this definition significantly impacts participation
estimates as all three systems require virtually identical sorting procedures for most generators;
i.e., commingling of recyclables.
Further discussion of the methods used to evaluate system diversion potential is included in each
system evaluation.
4. Evaluate the costs and revenues associated with each component and sector of the
systems.
The evaluation of the systems is intended to provide comprehensive system costs. Therefore,
the cost for each component, subdivided by each sector, was estimated. However, it is
important to note that the total system costs (and revenues) do not include certain items that are
assumed to be the same for each system, including:
• Existing administrative costs (only incremental changes are noted);
• On-call bulky goods collection for urban residents (included in each system); and,
• Franchise fees or other surcharges that may be included in user fees.
Also, as stated previously, costs associated with disposal of solid waste or residue from
processing facilities are not included.
Although information has been provided in a format that is intended to allow selected
components to be implemented in phases, determination of the implementation schedule has not
been made. As a result, the system costs provided are assumed to be when all system
components have been implemented.
5. Evaluate the system-wide impact on the environment and public health.
6. Evaluate the technical risks associated with the system.
7. Evaluate the areas of the system that may result in opposition.
Steps three through seven were conducted based on the system definitions, the results of the
previous steps, analysis conducted for Working Paper #2, comparison to the existing system,
and comparative information from other communities, as it became available. Detailed
discussions of the analysis of these criteria for the individual system components is included in
Working Paper #2.
NOR/K\WP\10790\RPKXWI.WP 3 10195
