e <br /> ■era �» <br /> INTRODUCTION <br /> BACKGROUND <br /> This Working Paper is the third step in evaluating solid waste management options for the <br /> Orange Regional Landfill Owners' Group (LOG). In Working Paper #1, potential options and <br /> evaluation criteria were presented for the LOG's consideration. Based on this Working Paper <br /> and follow-up meetings, the LOG, with input from the Citizens' Solid Waste Advisory <br /> Committee (CSWAC) selected five waste prevention options, three collection system options, <br /> and four processing options. The LOG also selected evaluation criteria to be used when <br /> analyzing these options. Working Paper #2 evaluates each of the solid waste management <br /> options based on the evaluation criteria selected. Each option was scored based on the weights <br /> assigned to evaluation criteria by the LOG. <br /> Working Paper#2 analyzes each solid waste management option separately. Once this analysis <br /> was complete, the LOG combined the options into three solid waste management systems. This <br /> document, Working Paper #3, evaluates solid waste management systems. Each of these <br /> systems includes several waste prevention options, a collection option,and one or two processing <br /> options. Because of the interrelationships between the various components of the solid waste <br /> system, revisions/clarifications of the definitions of the options included in Working Paper #2 <br /> were necessary. <br /> Solid waste disposal options also were evaluated using the same process. First, options and <br /> criteria were selected. Then, each disposal facility(one in-county facility and five out-of-county <br /> facilities) were evaluated based on the criteria selected. This analysis was presented in two <br /> additional Working Papers. The interrelationship of disposal to the three systems defined herein <br /> was not included in this evaluation. <br /> EVALUATION METHODOLOGY <br /> System evaluation was based on criteria selected by the LOG: <br /> 1. Diversion potential. The range of diversion from disposal likely to result from each <br /> system. <br /> 2. Cost. The range of capital and annual operating costs for each system. <br /> 3. Impact on environment and public health. The environmental and public health issues <br /> associated with each system. The impact is ranked as high, medium, or low (negative <br /> impacts are assumed to result in high scores). <br /> 4. Technical risk. The experience, reliability and commercial availability of any <br /> technology associated with the system.
