`j DEC <br /> MEMORANDUM 4 19ZVb <br /> { <br /> TO: Landfill Reorganization Work Group -- ;� ,a_ <br /> FROM: Sonna Loewenthal, Chapel Hill Assistant Town Manager <br /> SUBJECT: Notes on Meeting of November 29, 1995 <br /> DATE: December 1, 1995 <br /> The Landfill Reorganization Work Group met on November Ch , at <br /> Carrboro Town Hall . Hank Anderson, Joyce Brown, <br /> Jaquie Gist, Mike Nelson, and Don Willhoit attended. Alderman <br /> Mike Nelson chaired the meeting. Jake Wicker, of the Institute of <br /> Government, also participated. Alderman Nelson chaired the <br /> meeting. <br /> In the discussion of the potential new structure to own and operate <br /> the next landfill, the following issues were considered: <br /> -Whether the collection of trash and recyclables should be done as <br /> one operation or separately <br /> -Concensus on the powers of the new structure was that it should be <br /> a decision-making body with the capacity, at least, <br /> to require <br /> participation in recycling programs; set fees and penalties; <br /> lease <br /> property; enter into installment contracts; buy and own land; adopt <br /> a budget, approve construction and bid awards; establish, modify <br /> and eliminate solid waste management programs <br /> -Whether delegates should also be elected officials <br /> -How many votes each member jurisdiction should have and how many <br /> delegates each jurisdiction should have <br /> -Whether debt should be issued by the agency or the participating <br /> governments <br /> -Whether tip fees should finance all operating costs, and, if not, <br /> what other revenue sources should be involved <br /> The next meeting will be on Wednesday, December 20, at 5 :30 , at the <br /> Homestead Center. Discussion will include a review of the 1994 <br /> Womble Carlyle Report on Ownership and Financing Alternatives and <br /> the Managers.' February 22, 1995 memorandum, with special emphasis <br /> on financing alternatives . Jake Wicker has agreed to join us <br /> again. <br /> Copies of the report and memorandum-were distributed last April, <br /> but if anyone needs another copy of either, _ please call Tracy <br /> Dudley in my. office at 968-2743, and she will be happy to send you <br /> t what you need immediately._ <br />
