Potential <br /> governments to contract services from include the Towns of Chapel <br /> Hill, Carrboro, Hillsborough or Orange County. ' Additionally, a <br /> private corporation could be hired. Specific administrative powers <br /> could be spelled out in the agreement which forms the new <br /> organization. <br /> Timing the creation of the new organization <br /> One area that we suggest needs to be addressed is the timing of the <br /> creation of a new organization and the transition from the current <br /> Owners Group to the new organization. Timing of the transition <br /> could be an important factor in determining who selects the new <br /> landfill site, as well as the participation of Hillsborough. The <br /> new Owners Group could be formed at any time the member governments <br /> agree upon. However, we suggest that the timing of a change would <br /> need to take into account ongoing Owners Group activities. <br /> It is likely the current Owners Group would dissolve when the new <br /> one is formed; however, two groups could exist for a period of time <br /> if the member governments identified advantages to having two <br /> groups. The new board could be formed to run only the new <br /> landfill, or once formed, it could also be responsible for the <br /> current landfill. Responsibilities related to post-closure of the <br /> Eubanks landfill could be addressed in the forming agreement for <br /> any new board. <br /> Recommendation <br /> That the Reorganization Work Group further consider the above <br /> issues related to the creation of a new organization. Then the <br /> work group may wish to initially review the question_ of- who pays <br /> and financing issues related to the new organization. Additionally, <br /> the group could begin to develop a time-frame for the transition to <br /> the new organization. Based on decisions made by the group, the <br /> staff can work to further develop the details of the new <br /> organization and to provide the group with additional information <br /> as required. <br />
