Preliminary Plans <br /> ( 1) Tupelo Ridge - Phase II <br /> ( 12 Lots - Chapel Hill Township) <br /> Presentation by Emily Cameron. <br /> The property is located in western Chapel Hill <br /> Township on the east side of Union Grove Church <br /> Road (SR 1111) south of Albert Road (SR 1179) . <br /> The tract is divided between Orange County's <br /> jurisdiction (30%) and the Town of Carrboro's <br /> Transition Area (70%) . The Orange County portion <br /> is zoned Rural Buffer and University Lake <br /> Protected Watershed. The Joint Planning Area Land <br /> Use Plan designation is Rural Residential and <br /> Carrboro Transition Area II. <br /> Phase One is adjacent to the north of Phase Two <br /> and was approved in 1994 with twelve ( 12) lots on <br /> a public road. Adjacent land uses are residential <br /> and undeveloped. The tract includes a high- <br /> pressure natural gas pipeline within a 50-foot <br /> easement. There is also a 30-foot Piedmont <br /> Electric Membership Corporation easement adjacent <br /> to Union Grove Church Road in addition to a 100- <br /> foot Piedmont EMC right-of-way adjacent to the <br /> northern boundary of Phase Two. <br /> Steeper slopes are located along the northern <br /> portion of lot 13 and approach 13.6 percent. No <br /> traffic count information is available for Union <br /> Grove Church Road. <br /> The total acreage of Phase Two is 40.84 acres. <br /> Approximately 12.62 acres are in Orange County's <br /> jurisdiction and the University Lake Watershed. A <br /> total of twelve ( 12) new residential lots are <br /> proposed in Phase Two, two (2) of which will be <br /> located in the Rural Buffer. On lot 24, the house <br /> location and the septic system will be in <br /> Carrboro's jurisdiction. <br /> During Phase One, the Planning Staff reached <br /> agreement with the Town of Carrboro's Planning <br /> and Zoning Department regarding implementation of <br /> Tupelo Ridge. Zoning and building permits on lot <br /> 24 may be issued by Carrboro, based on the <br /> proposed house site as indicated on the <br /> Preliminary Plat. <br /> Because the road construction standards required <br /> by the Town of Carrboro are different from those <br /> of the NC Department of Transportation, the <br />
