2 <br /> The total acreage of Phase Two is 40.84 acres. <br /> Approximately 12.62 acres are in Orange County's <br /> jurisdiction and the University Lake Watershed. A <br /> total of twelve (12) new residential lots are proposed <br /> in Phase Two, two (2) of which will be located in the <br /> Rural Buffer. On lot 24, the house location and the <br /> septic system will be in Carrboro's jurisdiction. <br /> During Phase One, the Planning Staff reached agreement <br /> with the Town of Carrboro's Planning and Zoning <br /> Department regarding implementation of Tupelo Ridge. <br /> Zoning and building permits on lot 24 may be issued by <br /> Carrboro, based on the proposed house site as <br /> indicated on the Preliminary Plat. <br /> Because the road construction standards required by <br /> the Town of Carrboro are different from those of the <br /> NC Department of Transportation, the developer must <br /> build the road prior to Final Plat approval or post <br /> separate financial guarantees with the Town and the <br /> County for the portion of the road in each <br /> jurisdiction. <br /> The Preliminary Plan for Tupelo Ridge Phase Two was <br /> presented to the Planning Board on November 20. The <br /> Planning Board voted unanimously to recommend approval <br /> with a public road built to State standards and <br /> subject to the conditions contained in the attached <br /> Resolution of Approval. <br /> RECOMMENDATION: The Administration recommends approval of the <br /> Resolution for the Preliminary Plan for Tupelo Ridge <br /> Subdivision, Phase Two, as per the Planning Board <br /> recommendation. <br />
