First Violation Removed from AFDC for three months.
Second Violation Removed from AFDC and Ntedicaid for three month;.
Third Violation Removed from AFDC and Medicaid for six months.
Fourth Violation Removed from AFDC and Medicaid and cannot reapply for three
years.
However, in all cases. children will continue to receive AFDC and Medicaid, and the family
will continue to receive food stamps. Pregnant women may receive Medicaid benefits.
PEOPLE AFFECTED BY WORK FIRST
Everyone receiving AFDC benefits—about 320,000 adults and children or 120-000
families—will be a part of Work First.
All AFDC recipients must sign personal responsibility contracts.
The state is phasing in the work requirement of Work First, primarily because of the high
cost of providing child care for parents with preschoolers.
About 35,000 parents—nearly one third of all adults now on welfare—are included in the
first phase of the work requirement. These are parents with school-age children.two-parent
families and parents who already are working at least 30 hours a week. These families must
abide by the two-year time limit for AFDC benefits and can get child care help if needed.
As people move into the workforce and off the welfare rolls—freeing up dollars available for
Work First—more people will be phased into the work requirement.Once fully implemented,
all adults receiving AFDC benefits—except those over 65 years old or severely disabled—
wi11 be required to work, and benefits will be limited to two years.
Note: Some components of Work First require waivers from the federal government which ive
are now seeking.
3
