"Carrots" in Governor Hunt/Senate Bill <br /> • Provide one-time diversionary assistance grants up to the <br /> equivalent of a three-month AFDC grant; <br /> • Provide "the child care necessary to enable recipients to <br /> meet the 30-hour work/training requirement"; <br /> • Extends transitional child care and Medicaid benefits from <br /> 12 months to 18 months if the recipient is employed on or <br /> before the end of the 18-month limit (NOT IN THE <br /> GOVERNOR'S RECENT WAIVER REQUEST TO..THE <br /> FEDERAL GOVERNMENT); <br /> • Allows for the establishment of individual development <br /> accounts (IDAs) for recipients for certain purposes; <br /> • Elimination of 100-hour work rule and employment history <br /> rule for AFDC-Unemployed Parent Program <br /> • Increases asset limits for automobiles and other assets; <br /> • Disregard earned income for first three months and <br /> disregard the first $200 for months 4-12 (and 1/3 the <br /> remainder). <br /> NC Budget& Tax Center <br /> 11/6/95 <br />
