Welfare Reform in North Carolina - Governor Hunt/Senate <br /> Bill (SB 35) <br /> • Focus on getting welfare recipients to work; <br /> • Requires recipients to sign a personal responsibility <br /> agreement. This agreement will require the recipient to <br /> ensure that her children receive immunizations, attend <br /> school regularly and until the completion of high school, live <br /> with their parent(s); to participate in a work setting, <br /> training or education for 30 hours each week within 3 <br /> months of receiving AFDC; _ <br /> • Implement Fraud Prevention initiatives targeted at Food <br /> Stamp households and SSI benefits. Also implement <br /> technology for electronics benefit transfer and client <br /> information networks; <br /> • Recipients under 16 or over 60 shall be exempt from the <br /> work requirements, as are sick or disabled individuals, those <br /> who have to care for sick or disabled individuals, those <br /> caring for children below kindergarten age and those who <br /> would have to travel more than two hours round trip to <br /> participate in work or training; <br /> • Willful violation of the contract would result in a $25 <br /> reduction in AFDC for three months, the second violation <br /> shall result in a $25 reduction for six months and the third <br /> violation shall result in termination of Medicaid and AFDC <br /> payments for the violator for a three-year period; <br /> • Teen mothers, family cap and 2-year cap on eligibility are <br /> similar to the House bill <br /> NC Budget & Tax Center <br /> 11/6/95 <br />
