What is the Impact of HB 5? <br /> • Legislative fiscal estimates contend that the AFDC caseload <br /> will be reduced by 7000 households (from 120,000) and that <br /> the average monthly payment will decrease from $224 to <br /> $169, or almost a 25 percent decrease; <br /> • Total spending for AFDC will go down by over $500 million <br /> over the next five years, of which the State saves about $13 <br /> million; <br /> • The more likely scenario is that the 24 percent of AEM <br /> recipients who have housing assistance will lose most or all <br /> of their AFDC benefits (a family of three currently receiving <br /> $272 per month -- the maximum -- would receive $21 per <br /> month if they received housing assistance within two months <br /> of implementation of this proposal) <br /> NC Budget & Tax Center <br /> 11/6/95 <br />
