"Carrots" of HB 5 <br /> • Does provide one-time diversionary assistance grants up to <br /> the equivalent of a three-month AFDC grant; <br /> • Extends transitional child care and Medicaid benefits from <br /> 12 months to 24 months if the recipient is employed on or <br /> before the end of the 24-month limit; <br /> • Allows for the establishment of individual development <br /> accounts (IDAs) for recipients for certain purposes. Allows <br /> recipients to accumulate up to $10,000 without losing <br /> eligibility.
