NORTH CAROLINA WELFARE REFORM - THE HOUSE <br /> PLAN (HB 5) <br /> • Requires that food stamps and housing assistance be <br /> counted as income for the purpose of determining eligibility <br /> for AFDC - which will result in almost anyone who receives <br /> housing assistance having to lose AFDC; <br /> • Provides no increase in AFDC for families for children born <br /> while the parent in receiving cash assistance and no AFDC <br /> for teen mothers unless they reside with their parent, <br /> guardian or in a residential care facility;. <br /> • Provides no AFDC nor food stamps for mothers who give <br /> birth out-of-wedlock and no AFDC for children born out-of- <br /> wedlock and that any savings shall be provided to counties <br /> to serve these clients; <br /> • Mandates that AFDC recipients ensure that their children <br /> attend school at least 80 percent of the time and receive <br /> immunizations or face sanctions; <br /> • Requires the income of a person living with a recipient <br /> family to be counted as a resource for determining <br /> eligibility; <br /> • Limits recipients to two years of AFDC and recipients may <br /> not reapply for three years after the limit is reached; <br /> • Mandates substance abuse treatment and testing for <br /> addicted clients as a condition of benefits; <br /> NC Budget& Tax Center <br /> 11/6/95 <br />
