f . <br /> / 1 <br /> The requirement of setting aside one-third of the project area as open space represents a mid-range <br /> approach. It is slightly higher than one standard considered by the University Station Planning Group <br /> (30`X,) and is less than the 40 to 50 percent range cited in many reference materials. <br /> The requirement is considered feasible, based on a review of six Orange County subdivisions which <br /> provided or are to provide open space. Open space in these subdivisions ranged from 24 to 47 percent <br /> of the total project area, with a median of 34 percent. The "one-third"standard is also considered <br /> feasible, given the alternatives available for satisfying the open space requirement. <br /> The wording at the beginning of this section has been included to clarify that unless a developer <br /> chooses to seek approval of a Flexible Development, he/she need not comply with the open space <br /> requirements. <br /> C.2 Types of Open Space <br /> The types of open space conserved through Flexible Development shall be cone with the following standards: <br /> a. Open space shall be comprised of two types of land: "Primary Conservation Areas" and "Secondary <br /> Conservation Areas". <br /> b. Primary Conservation Areas consist of the following site features: <br /> • Wetlands, including, but not limited to, streams, creeks, ponds, reservoirs, stormwater management <br /> facilities for watershed protection purposes, and adjoining land areas identified as part of: <br /> O The National Wetlands Inventory Maps for Orange County, N.C. prepared by the U.S. Fish <br /> and Wildlife Service; <br /> • The Orangery.N.C. Soil Survey prepared by the U.S.D.A. Soil Conservation Service; <br /> • The Inventoryy of Natural Areas and Wildlife Habitats as prepared by the Triangle Land <br /> Conservancy; <br /> • LANDSAT satellite data collected and analyzed under the Albemarle-Pamlico Estuarine Study; <br /> • A required Environmental,Assessment or Environmental Impact Statement; and/or <br /> • A site analysis conducted by a registered engineer, Iand surveyor, landscape architect, <br /> architect or land player using data from the U.S. Army Corps of Engineers. <br /> • Floodplains(100-year)and alluvial soils identified as part of: <br /> O The Flood Insurance Stndv: Orange County. N.C. prepared by the Federal Emergency <br /> Management Agency(FEMA); and <br /> • The Ozaoaely.N.C. Soil Smvev prepared by the U.S.D.A. Soil Conservation Service. <br /> • Steep slopes, defined as those greater than 25 percent, identified as part of <br /> • The QMM County.N.C. Soil Survey prepared by the U.S.D.A. Soil Conservation Service; <br /> and/or <br /> • A site analysis conducted by a registered engineer, land surveyor, landscape archntect, <br /> architect or land planner and calculated using topogmpluc maps from an actual survey or from <br /> the U.S. Gelogical Survey. <br /> • Natural areas, and wildlife habitats and corridors identified as part of. <br /> • The Inventory of NaftLud Areas and Wildlife Habitats as prepared by the Triangle Land <br /> Conservancy; <br /> • A required Environmental Assessment or Environmental Impact Statement; and/or <br /> • An independent site study conducted by a trained botanist and/or biologist. <br /> Flexible Development 3 <br />
