( S <br /> 014 <br /> E. AGENCY CONIIVIENTS <br /> Agency comment has been received from the North Carolina Department of Transportation, <br /> which finds no impact on recommendations of the Hillsborough Thoroughfare Plan. <br /> The correspondence from NCDOT references the Oakdale Drive Extension, which is a proposed <br /> Minor Thoroughfare which would connect NC 86 and Old Chapel Hill-Hillsborough Road north <br /> of this site. This proposed road was first identified in the Central Orange Area Study of 1983, <br /> and is currently on the Town's Thoroughfare Plan. <br /> As noted, corridors are reserved for this thoroughfare to the northeast and northwest of the site. <br /> If constructed, the road would cross the northernmost tip of the Davis parcel (the part already <br /> designated Twenty-Year Transition). The road would not cross the portion of the parcel <br /> proposed in this amendment for redesignation. No other agency comment has been received. <br /> F. RECOMMENDATION <br /> The Planning Department recommends apuroval of the proposed Comprehensive Plan <br /> amendment, for the following reasons: <br /> 1. The proposed amendment is consistent with all locational criteria for a Twenty-Year <br /> Transition area. <br /> 2. The site lies within an area which has undergone substantial transition to urban uses in <br /> recent years. The Old Mill Business Park, the new commercial activities on Old Chapel <br /> Hill-Hillsborough Road in Town jurisdiction, the I-40 101d 86 Economic <br /> Development District, and the proposed retail center at 1-85 and NC 86 all make a strong <br /> case for the existence of changed conditions and an area in transition. <br /> 3. As cited by the applicants, the proposed change to transition for this property is <br /> consistent with the infill strategy of the Land Use Element, since this site is adjacent to <br /> the Town of Hillsborough and is surrounded by urban or future-urban uses. <br /> 4. The development of this site may enhance the I-40 101d 86 Economic Development <br /> District, by extending public water and sewer closer to the EDD, and by providing an <br /> expanded residential base to surround the EDD. This type of compact urban residential <br /> development around the economic activity center is consistent with the Land Use <br /> Element's vision for Transition Areas. <br /> S. The proposed Oakdale Drive Extension, if built, would be located to the north of property <br /> in this amendment. NCDOT has indicated that this amendment would not conflict with <br /> the Town's adopted Thoroughfare Plan. <br /> Oakdale Drive Extension has been the focal point of citizen opposition at two Town of <br /> Hillsborough public hearings (September 26 and October 24) on the Town's <br /> Thoroughfare Plan. The Town is scheduled to vote on whether to retain or delete the <br /> proposed road on January 8, 1996. <br />
