t 0 <br /> 011 <br /> Additional Information <br /> Article 20.3.2 requires the submission of the following additional information: <br /> a. "A fully-dimensioned map at a scale of not less than one hundred (100) feet to the inch <br /> showing the land which would be covered by the proposed Comprehensive Plan <br /> amendment, and a legal description of the land." <br /> Submitted. <br /> b. "The manner in which the proposed amendment will carry out the intent/purpose of the <br /> Comprehensive Plan." <br /> The applicants cite the Land Use Element policy for "infill" development in Section <br /> 3.2-1. This section states: <br /> "The infill development strategy is premised on the desirability of encouraging <br /> development to occur fast within the corporate limits of the Town, and then, when <br /> appropriate, within those areas surrounding the Town which are in transition from <br /> rural to urban development patterns." <br /> Located adjacent to the Town of Hillsborough jurisdiction and surrounded by urban <br /> classifications, the applicants note that this area would be in keeping with the infill <br /> strategy by focusing development in transition areas adjacent to urban locales. <br /> Development of the property at an urban density would require extension of <br /> municipal water and sewer from the Town, and eventual annexation of the area <br /> could occur. The applicants note that development of this type would allow for a <br /> more compact and efficient urban form, reducing transportation, energy and public <br /> service costs. <br /> Expanding on this last comment, the creation of residential activity on a site <br /> surrounded by urban-scale uses might also augment the new Economic Development <br /> District (EDD) by providing residential opportunities in close proximity to <br /> employment activities. The portion of the EDD adjacent to this site is slated for <br /> medium-density residential use in the EDD master plan. <br /> C COMPARRSON OF PROPOSED AMENDMENT WITH LOCATIONAL CRITERIA <br /> In analyzing an amendment to the Land Use Element of the Comprehensive Plan, the requested <br /> land use category is to be evaluated for compatibility with all applicable Locational Criteria from <br /> Section 3.4 of the Land Use Element. <br /> In the following table, COMPLIES means that the area being evaluated is compatible with the <br /> locational criteria. DOES NOT COMPLY means that the area is not compatible with the <br /> locational criteria. QUESTIONABLE means that compatibility cannot be assessed completely <br /> from information currently available. <br />
