011 <br /> which permits residential uses with a minimum lot size of 0.92 acres. <br /> B. APPLICATION RMUMEMENTS <br /> Application requirements for an amendment to the Comprehensive Plan are contained in Articles <br /> 2 and 20 of the Zoning Ordinance. Listed below are the applicable requirements, followed by <br /> information provided by the applicants and/or staff comments (shown in bold). <br /> Amendment Rationale <br /> Article 2.2.14 states the reasons for which the Comprehensive Plan may be amended: <br /> a. "Because of changed or changing conditions in a particular area of the County.." <br /> The applicant cites new land uses and urban zoning districts adjacent to the <br /> property. The site is bounded by the R-2 portion of the I-40/Old 86 Economic <br /> Development District to the south, and the Town of Hillsborough jurisdiction to the <br /> north and west across Cates Creek. A 60-acre site across Cates Creek from the site <br /> is being developed as Old Mill Business Park. In addition, the applicant notes the <br /> fact that the remainder of the parcel to the east is already designated Twenty-Year <br /> Transition. Thus, the site is bounded by an urban jurisdiction or future urban <br /> designations on all sides. <br /> b. "To correct an error or omission in the Comprehensive Plan." <br /> No error or omission is cited by the applicants. <br /> C. "In response to a change in policies, objectives, principles or standards governing the <br /> physical development of the County." <br /> The applicant does not reference it directly, but the creation of the I-40/Old 86 <br /> Economic Development District to the south may be considered a recent policy <br /> decision by the County towards urban-scale development in the area. <br /> Qualification of Amendment as Princi W or Secondary <br /> Article 2.2.14.2 differentiates between "principal" and "secondary" amendments to the Plan. <br /> This amendment is a secondary amendment under Section 2.2.14.2.b in that secondary <br /> amendments include the expansion of a designated plan area where the additional area is <br /> contiguous to the existing plan designation and does not increase its land area by more than one <br /> hundred (100) acres. <br /> The proposed amendment is contiguous to an existing Twenty-Year Transition Area <br /> (the remainder of the same parcel), and is 50 acres in size. <br />
