4. Other Circumstances, Factor, and Reasons in Support of the Amendment <br /> The development of this property at an urban density will require the extension of an <br /> expensive 12-inch diameter sewer line from north of I-85 and to the Davis property and <br /> to its boundry with the Economic Development District. The amendment will therefore <br /> expedite the development of the EDD. <br /> A 12-inch diameter water line will also need to be extended across the property. <br /> 5. Changed or Changing Conditions in the Area which make the Amendment <br /> Reasonably Necessary <br /> The 50 acres in rural residential is surrounded by new urban zoning districts and land <br /> uses as well as land use catagories that are urban. The southern line of the property is <br /> bounded by the new R-2 residential portion of the Economic Development District. The <br /> western and northern line borders on Cates Creek, which is Hillsborough's ETJ line. The <br /> 60 acres across the creek is being developed under Hillsborough's jurisdiction by Mr. <br /> Roger Stephens as a commercial business park. The 50 acres is bounded to the east by the <br /> remainder of the tract, which is already designated 20-Year Transition. <br /> With the development of the EDD to the south and the business park to the north, this <br /> 50 acre portion should also be considered as being in an urbanizing area and deserving of <br /> the 20-Year Transition designation. <br />
