BACKGROUND: Over the last few years, Orange County and the Town of Hillsborough have been jointly working on a Hillsborough Area strategic growth plan or `Small Area Plan'. Phase I included: • General purpose of the planning study area; • Examine the present conditions of planning issues such as land use patterns, utility and roadway infrastructure, etc. and trend future conditions; • Plan for the future within the sustainability constraints of resources (natural, fiscal, and public service) which are then programmed for location and intensity; • Jurisdictional planning review guidelines to promote an efficient and coordinated orderly pattern of growth - in this case, a cooperative planning agreement between the Town of Hillsborough and Orange County; and • Implementation strategy, but not the actual regulatory land use and zoning changes or interloca) agreements, which are the next formal stage (i.e., Phase Two).
