The <br /> Hillsborough resolution, which was adopted before OWASA's, did not address the issue of <br /> legislation. The Chapel Hill staff report (see page 20, attached) stated that legislation to clarify <br /> local authority to enter into utility boundary agreements might be desirable, but not necessary, <br /> 12. 2 <br />
